Minutes of February 10, 1838
Conclusion of the ouster of Presidents David and John Whitmer, and W. W. Phelps. High council and bishopric of Zion (a "common council") revoke authority of Oliver Cowdery, W. W. Phelps, and John Whitmer to sign and record licenses. Apostles Thomas B. Marsh and David W. Patten are named presidents until Joseph and Sidney arrive.

Elders' Journal of the Church of Latter Day Saints. Kirtland: October-November 1837; Far West: July-August 1838. Joseph Smith editor (actually edited by Don Carlos Smith) and Thomas B. Marsh publisher. Replaces Messenger and Advocate edited by Warren A. Cowdery. Name changed to Elders' Journal of the Church of Jesus Christ of Latter Day Saints and Sidney is assistant editor. Revoke signing authority   Vote that Oliver Cowdery, W. W. Phelps, and John Whitmer "stand no longer as Chairman & Clerk, to sign and record liceces [licenses]."    
Thomas B. Marsh and David W. Patten to replace them and act as presidents of the church in Zion until Joseph arrives    Vote Thomas B. Marsh and David W. Patten be "Presidents, pro. tempor[e]. of the Church of Latter Day Saints in Missouri, or until Presidents Joseph Smith jr and Sidney Rigdon arrives in the Land of Zion."    
Authorize Thomas and David to record and sign licenses "for the time being."
